In the new auditorium of Proa, with an audience composed of artists, cultural figures and leaders of civil society organizations, was presented in society the patronage law, that created the system of Cultural Promotion of the City of Buenos Aires, designed to stimulate and encourage private participation in the financing of cultural projects.
The presentation was in charge of the president of the Cultural Promotion Council, Pablo Batalla, and Facundo Almeida, member of the Council.
The opening was carried out by the president of Fundación Proa, Adriana Rosenberg, who greeted the launch of the law and congratulated their promoters.
Then, Battle and Almeida described the operation of the new law. Battle emphasized that the rule “is the fruit of a consensus of various political forces” as it was passed through the block vote of three political parties in the Legislature. He also noted that “despite all the players in the field of culture and need support this law, there is a similar project at the national level.”
The law
The law of patronage in the city of Buenos Aires 2264 had been enacted by the Legislature of Buenos Aires in late December 2006 and now has just been implemented by the head of government, Mauricio Macri, on Nov. 28. The aim is to provide by law that a certain percentage of taxes on gross receipts troop contributors may be intended for cultural projects and nonprofit linked to research, training, dissemination, creation and production in the most diverse expressions of art and culture.
The law provides for natural or legal persons wishing to finance cultural projects with contributions of interest to the City of Buenos Aires, according to resolve the Council of Cultural Promotion created for that purpose, and that consists of nine members, appointed by the Executive, the Legislature and by prestigious artists.
In addition, the law difference between sponsors of benefactors, distinguishing between those who relate their image or their products promoted with the project or require some kind of quid pro quo.
In practical terms, the aspirant to the benefits must first submit a project report to finance, by way of affidavit. The council must decide on each project, no later than sixty days after its submission. Then, “the amounts contributed by the Sponsors or Benefactor under the present regime, they are deposited in a bank account of the beneficiary created for the exclusive use of the application of this law, in Banco Ciudad de Buenos Aires, without intervention administrative post for their use and enforcement of the project”.
